Gov. Tom Corbett said Tuesday that things need to be done differently in education, but some local officials raised concerns about how his plans for reform would work.Corbett cited a need for change during a news conference at Lincoln Charter School in York, where he unveiled his education agenda. Most teachers and schools in the state do a good job, he said, but some schools are failing."We can't continue down the same path and think we're going to get different results," he said. "I know we can do better."The four-part reform agenda Corbett touted Tuesday includes proposals for a voucher program and charter school reform, ideas that have already been circulating in the legislature. But critics question the impact on already struggling schools and how the proposals would work.Corbett pushed for "opportunity scholarships," or vouchers that would allow students in the lowest performing 5 percent of schools to choose to attend a new school - public, private or charter. That student's state funding would follow him or her to the new school.
